KCA was selected by NCDOT for the P&DSC and GESC contract!
Kisinger Campo & Associates, Corp. (KCA) received good news on May 16 after being selected for the 2018 Western Divisions’ Planning and Design Engineering Services Consultant (P&DSC) and General Engineering Services Consultant (GESC) – Limited Services Contract (LSC) for the North Carolina Department of Transportation (NCDOT). This win signifies yet another NCDOT contract win for KCA and solidifies the firm’s standing as one of the premier firms in the western North Carolina engineering and planning market.
KCA was selected as a prime consultant in Divisions 10 and 11, and as a subconsultant in Divisions 8, 10, 11, 12, 13, and 14.
KCA will be providing professional engineering, design, and planning services for Division-let projects in all transportation disciplines including roadway design, traffic signals, bridges with spans under 200 feet, Categorical Exclusions (CE), environmental assessments and Findings of No Significant Impacts (FONSI), public water distribution systems, rural roadway design, sanitary sewer collection systems, traffic management plans, urban roadway design, utility coordination, and Tier II complete hydrologic and hydraulic design. Additionally, KCA may be utilized by the Divisions to perform General Engineering Services acting as an extension of NCDOT staff.
The KCA team is led by Project Manager (PM) Debbie Barbour, PE, and Deputy PM, Sam Cullum, PE. Ms. Barbour has 34 years of experience in transportation engineering. She worked with NCDOT for more than 32 years. During her career with NCDOT, she gained work experience and knowledge regarding all major phases of highway preconstruction project development including project planning, design, right-of-way (R/W) acquisition, and environmental permitting. Mr. Cullum has 14 years of experience in transportation engineering and has been managing continuing services contracts for KCA for the last eight years in addition to starting KCA’s Raleigh design office two years ago. Mr. Cullum has served in the role of Deputy PM for all three of KCA’s ongoing Division GESC contracts with NCDOT, teaming with Ms. Barbour.
