KCA assisted with the development of an audit protocol and reports on the condition of paved road surfaces owned and maintained by Hillsborough County. The intent of the audits was to provide support in meeting the County’s reporting requirements and provide an independent evaluation of approximately 3% of the County’s 3,200-mile pavement network using methodologies identical to the County’s in-house assessment process. KCA also developed an application that greatly assisted in accurate and efficient field data collection. All data collected was entered into a MicroPAVER database to determine the overall Pavement Condition Index (PCI) of the selected roads. Summary reports were generated for the County to meet the requirements of their auditors.
