Development of this project will use the FDOT SWAT process, which reduces duplicate efforts between PD&E and design. This project involves providing PD&E and design services for SR 70 from Lorraine Road to CR 675 (Waterbury Road) in Manatee County. This project’s purpose is to increase capacity and improve safety on SR 70, which includes roadway capacity improvements from a two-lane undivided facility to a four-lane divided suburban typical section with 11-foot lanes and a 30-foot raised median. Additional typical section elements include 6-foot sidewalks and 7-foot outside shoulders, which will be utilized as buffered bicycle lanes for the entire length of the 6-mile project corridor. The existing lanes will be utilized as the new westbound lanes through a pavement saving benefit and will be accomplished with minor widening to the inside. A Level 1 roundabout screening was performed and determined roundabouts are viable for three of the nine intersections. The KCA team is providing PD&E/NEPA, roadway and structures design, drainage/permitting, environmental, S&PM/traffic/signalization, maintenance of traffic (MOT), public involvement, utility coordination/SUE, geotechnical/contamination, noise analysis, surveying, and R/W mapping services.
