Recent Promotions
Join us in congratulating several KCA staff members who were recently promoted. Jacob Duke, PE, CBI, has moved to our newly opened Charlotte, NC office and will serve as Area Design and Carolinas Inspection Manager. Erik Fleming, PE, and David Hubert, GISP, have been promoted to Chief Engineer 1 and Senior Software Developer, respectively, within their departments. Jason LaBarbera, PE, will now lead our Tampa Structures Department and Curt Sprunger, PE, will lead our Florida stormwater efforts. Ali Tayebnejad, PE, will transition from Regional Stormwater Manager to Senior Technical Advisor.

Jacob Duke, PE, CBI
Mr. Duke has 11 years (all with KCA) of experience in multiple engineering and construction disciplines, including engineering, bridge inspection, and roadway and bridge construction. He is National Association of Corrosion Engineers (NACE) Cathodic Protection (CP) trained and holds many National Highway Institute (NHI)-Federal Highway Administration (FHWA) bridge inspection certifications, as well as a Certified Bridge Inspector (CBI) license in Florida and Georgia. He recently was a part of the Hurricane Irma Emergency Response team to assess structure damage across the state of Florida. Mr. Duke has considerable TTC experience and has recently designed TTC for the pavement rehabilitation of the I-277 loop around downtown Charlotte. Mr. Duke has geographic information system (GIS) technical training and frequently performs GIS analysis for various feasibility studies for the NCDOT under our GEC contracts.
Erik Fleming, PE
Mr. Fleming has 26 years of extensive experience in preliminary alignment studies, access management evaluations, Interchange Operational Analysis Reports (IOAR), System Interchange Modification Reports (SIMR), Interchange Justification Reports (IJR), and Project Development and Environment (PD&E) studies. He has design experience on FDOT and county projects ranging from preliminary alignment studies to major interstate/expressway design. In addition, he has expertise in design criteria, typical section packages, coordinating geometry, access management, design variation and exception requests, maintenance of traffic, and cost estimates. Erik was also heavily involved in conducting the Interchange Concept Review training for FDOT District One.
David Hubert, GISP
Mr. Hubert has 33 years of diversified software development and project management experience. He has formal training by Environmental Systems Research Institute, Inc. (ESRI) to develop custom GIS based applications. Mr. Hubert has extensive experience in a wide range of software development including database, CADD, GIS, mobile, and web-based applications. Mr. Hubert is an expert in various programming languages such as PowerBuilder, Visual Basic .Net, C++, Java, SQL, ASP, Perl, and PHP. He has a strong background in application development including the design and administration of databases and servers such as MS SQL Server. He developed KCA’s copyrighted custom GIS based field inspection applications. These field inspection applications include channel profiles, roadway characteristics inventory, pavement inspection, sign inspection, and guardrail inspection. Mr. Hubert is familiar with Trimble-based GPS hardware, data collectors, and storage systems. Mr. Hubert joined KCA in November 1994 (28 years).
Jason LaBarbera, PE
Mr. LaBarbera has 22 years of extensive experience in structural design, specializing in bridges exposed to extremely aggressive environments and bridges over navigable waterways. His structural design expertise ranges from complex curved steel box and plate girder bridges to simple prestressed/flat slab bridges, pedestrian bridges, and tunnels. He has acted as both the Project Manager (PM) and Engineer-of-Record (EOR) for many recent bridge replacement and rehabilitation projects such as Maydell Bridge, Sugarloaf Boulevard over Sugarloaf Canal, Vanderbilt Drive over Little Horse Pass, Historic Bridges of Duck Key Bridge Replacements, and Garrison Bight Bridge. He is currently serving as the PM on the Sanibel Causeway Bridge Emergency Phased Design-Build contract. [Jason has been with KCA for 18 years]
Curt Sprunger, PE
Mr. Sprunger has 20 years of extensive experience (all of which has been with KCA) in stormwater design. He is experienced in designing and permitting public facilities and private sites including water, sanitary sewer, paving, drainage, and grading, and is also experienced in providing CADD support for roadway and drainage projects. His drainage experience consists of pond siting analysis, stormwater management facilities design, and floodplain compensation sites. Mr. Sprunger has coordinated extensively with various Florida water management districts and environmental regulatory agencies to obtain construction permits. He has served as Drainage EOR for several task orders under FDOT District One’s Districtwide (D/W) Drainage contract.
Ali Tayebnejad, PE
Mr. Tayebnejad has 36 years of engineering experience, 34 of which have been with KCA, in designing roadway and drainage systems. He has participated in the drainage design of numerous transportation design projects throughout Florida and produced bridge hydraulic reports, location hydraulic reports, pond siting reports, conceptual drainage designs, and conducted coordination activities with FEMA, water management districts, and environmental regulatory agencies. Mr. Tayebnejad has served as the lead drainage engineer for several high-profile projects including the I-4/I-275 Downtown Tampa Interchange, Selmon Expressway ORT Conversion, George Bean Parkway Widening, and SR 528 Bridge over the Indian River.
