Tampa Roadway Department Promotions
Congrats to Deborah Hernández, PE; Todd Gardina, PE; Rachel Moyers, PE; and Branan Anderson, PE, from KCA’s Tampa Roadway Department on their recent promotions to Deputy Roadway Department Manager; Chief Engineer – Roadway Design; Team Leader – Roadway Design; and Deputy Design-Build/Major Pursuits Manager respectively!
Deborah Hernández, PE, has been promoted to Tampa’s Deputy Roadway Department Manager. She has 16 years of extensive experience in transportation project management and roadway design, including design and coordination of projects for state clients and local government agencies. She currently serves as Project Manager (PM) for South Dixie Highway in Miami, Replacement of Old Dixie Highway in St. Lucie County, and has worked on major projects such as I-75 at SR 72 as well as Gateway Expressway Design-Build (D/B). Deborah earned her BSCE from the Polytechnic University of Puerto Rico in 2007 and her Masters of Engineering degree from the University of South Florida in 2011. She joined KCA in 2013. She will be assisting Thomas Presby in the management of KCA’s Tampa Roadway Department.
Todd Gardina, PE, has been promoted to Chief Engineer 1. Todd has 22 years of experience in all facets of roadway design and project management. Since joining KCA 17 years ago, he has been involved in almost all of our Tampa roadway projects and has been PM on several, such as SR 50 from Lockhart to Remington and the Pinellas Trail D/B. Todd started his career at KCA helping with post design on the I-4/I-275 interchange, assisted with I-275 2A, prepared 60% concept plans for I-75 at SR 50 D/B, oversaw Central Polk Parkway, and worked on US 27 design and post design, among many others. He will assist all of KCA with any technical issues and interpretations needed and continue to mentor staff.
Rachel Moyers, PE, has been promoted to Team Leader for Tampa roadway design. She has nine years of experience in roadway and stormwater design and earned her BSCE from the University of Florida. She has worked on both FDOT and local municipality projects, ranging in size from complex multi-level interchanges to local streets and intersections, as well as multi-use trails. She joined KCA in 2012 and among other projects worked on SR 56 extension and is PM on CR 54 widening. In this role, she will be responsible for leading a team of junior engineers and technicians on a wide variety of roadway design projects. This will include providing technical direction and oversight, mentoring junior staff, ensuring all subordinate staff have the required work for the week, and providing quality control.
Richard Harrison, PE, who serves as our Director of Quality Assurance and a Vice President, will also take on the role of Regional Roadway Manager. He has 39 years of specialized engineering experience including roadway design and has been with KCA since 1986. Richard has a BSCE Degree from the University of South Florida. He previously served as our Roadway Department Manager (Tampa office) and has been with KCA for more than 33 years. His new responsibilities will include coordinating with our Florida Roadway Department Managers and assisting them with their workload and sharing of staff to meet schedules when needed.
Chris Roberts, PE, joined KCA in July as Design-Build/Major Pursuits Manager working out of our Tampa, FL office. He has 23 years of relevant experience in project management and the design of transportation projects including major D/B projects such as the $545 million Gateway Expressway project and $900 million Howard Franklin Bridge. He offers considerable interstate, interchange, and roadway design experience. He earned his BSCE from the University of South Florida. We look forward to having him focus on the growth and performance of our D/B and strategic pursuits.
Branan Anderson, PE, has been promoted to Deputy Design-Build/Major Pursuits Manager. He has 12 years of experience, all at KCA, in transportation design of limited-access interstate and tolling facilities, rural/urban arterials, local roads, and intersections. He has been involved in many of our major projects including I-75 at US 301 and Central Polk Parkway. He has also been managing some projects for the Tampa Hillsborough Expressway Authority (THEA) and local governments. He joined KCA in 2009 and earned his MBA from the University of Florida and BSCE from the University of South Florida. This new role will focus on assisting Chris Roberts, PE, with the growth and performance of KCA’s D/B and strategic pursuits.
