KCA received excellent news on November 4, 2020 after being selected for the 2021 Feasibility Studies Limited Services Contract (LSC) for the North Carolina Department of Transportation (NCDOT). This win signifies a third NCDOT Feasibility Studies LSC contract win for KCA and solidifies the firm’s standing as one of the premier firms in the North Carolina engineering and planning market.
KCA will be performing NCDOT Feasibility Studies for another two years. KCA has previously completed 15 Express Design Feasibility Studies with a variety of scopes consisting of intersection improvements, access management strategies, interchange additions and existing interchange upgrades, two-lane modernizations, highway widenings, and existing freeway upgrades.
The KCA team is led by Project Manager (PM), Debbie Barbour, PE. She has 37 years of experience in transportation engineering having previously served for 32 years with NCOT including serving as Director of Preconstruction for 12 years. In this position, she oversaw various disciplines in the preconstruction process, which allowed her to obtain a very detailed knowledge of the project planning, design, right-of-way (R/W) acquisition, and permitting processes. She was also involved in many project streamlining initiatives while at NCDOT, which gave her a deep appreciation for the work needed to incorporate the Feasibility Study process into the project scoping process.
Assisting Ms. Barbour is Glenn Mumford, PE, CPM, who will provide Roadway Quality Assurance/Quality Control (QA/QC) and roadway design support for all conceptual designs. Mr. Mumford worked for more than 29 years at NCDOT previously serving in various leadership positions in the Roadway Design Unit before being named Roadway Design Unit Head. He is also currently providing roadway plan reviews for the NCDOT Design-Build (D-B) Unit. During his career with NCDOT, Mr. Mumford gained work experience and knowledge regarding all major phases of highway preconstruction project development.
