The Ten Mile Canal/41 Industrial Park Drainage Improvements Project for Lee County involves the construction of a canal berm to hydraulically separate lower areas between Old US 41 in Lee County and the canal to prevent severe flooding. The project also sought to perform drainage forensics to evaluate the approximate 150-acre 41 Industrial Park drainage system to identify specific conveyance routes for the 25-year/3-day flood event to the canal. The County tasked the KCA team to perform, at a minimum, the following services:

• Evaluate and design modifications to the drainage network (such as upsizing and/or provide additional drainage pipes), Ten Mile Canal berm, and modify and/or replace control structures (such as adding gates) to allow greater storage and discharge before or after a 25-year/3-day flood event as well as backflow preventers to reduce 100-year/3-day flood risk

• Develop detailed design and construction plans and specifications with the primary focus on flood protection and ensure services provided meet the requirements of the grant funding associated with this project and will include meeting the project timeline and deliverables

• Assist Lee County staff in meeting Federal Emergency Management Act Hazard Mitigation Grant Program (FEMA HMGP) funding requirements and training on the federal funding process (subrecipient compliance, Title VI and non-discrimination, Equal Opportunity Compliance [EOC], proprietary items, non-federal participating items, Uniform Act for Acquisition, accurate invoicing, etc.)

• Review existing permits and prepare permit applications

• Topographic survey

• Geotechnical and other field explorations to collect pertinent data

• Determine recommendations for the County to improve the drainage within the industrial park

• Attend bid opening, evaluate submitted bids, and make a recommendation for award

• Coordinate various design and review meetings
